Marches & Gloucestershire Viable Clusters Broadband Project

An Open Market Review (OMR) has been instigated to refine the intended Intervention Area for this project.  The OMR will close on Friday 3 November at 12pm (midday) and be followed by a formal Public Consultation.

An Open OJEU procurement process will follow in early 2018 to identify a supplier or suppliers to deliver the project as a whole or in part.


The Marches & Gloucestershire Viable Clusters Broadband Project (MGVCBP) seeks to identify significant clusters of Next Generation Access (NGA) white premises which could offer a viable entity for suppliers to provide and maintain bespoke NGA networks.

The project is a joint initiative planned by the authorities covering the Marches and Gloucestershire Local Enterprise Partnerships (Herefordshire Council, Gloucestershire County Council, Shropshire Council and Telford & Wrekin Council).

The project would use funding from the European Agricultural Fund for Rural Development (EAFRD) programme.

The Marches & Gloucestershire Viable Clusters Broadband Project will work alongside a range of existing initiatives and projects being delivered across the Marches and Gloucestershire to increase the availability of NGA broadband. These include contracts with BT, Gigaclear and Airband as well as alternative grant funded activity such as the Marches and Gloucestershire Business Broadband Grant Scheme.

The project wishes to undertake an OMR to establish the location of existing and planned (next 3 years) commercial coverage of broadband services across the potential project intervention area by all existing, and any prospective, NGA broadband infrastructure providers.
